BRUPY, also known as the Dr. Bhimrao Ambedkar Rajasthan Dalit, Adhivasi Udyam Protsahan Yojana-2022, is a Rajasthan state government scheme aiming to promote the participation of Scheduled Caste (SC) and Scheduled Tribe (ST) categories in the non-agriculture sectors of the state, such as manufacturing, services, and trade, by providing financial assistance for new business ventures. The scheme offers a margin money subsidy, which is 25% of the project cost or up to ₹25 lakh, whichever is lower, for projects with a maximum cost of ₹10 crore.

Objective of the Scheme

The Government of Rajasthan has introduced this scheme to empower Scheduled Caste (SC) and Scheduled Tribe (ST) youth through self-employment and entrepreneurship by:

  • Encouraging SC/ST entrepreneurs to set up micro, small, and medium enterprises (MSMEs)
  • Reducing financial burden through capital and interest subsidies
  • Increasing their participation in trade, manufacturing, and service sectors
  • Creating new jobs and supporting inclusive industrial development

✅ Eligibility Criteria

To avail benefits under BRUPY, an applicant must:

  1. Be a resident of Rajasthan
  2. Belong to the Scheduled Caste or Scheduled Tribe
  3. Be at least 18 years of age
  4. Not be employed in any government service
  5. Have minimum 51% ownership in the proposed business/enterprise
  6. Not be a loan defaulter with any bank/financial institution
  7. Be mentally fit and not bankrupt

🏦 Loan Type and Working Capital Provision

Under BRUPY, the loans can be of two types: Term Loan or Working Capital Loan

📊 Working Capital Eligibility:

  • For Manufacturing and Service Sector Enterprises:
    → Up to 40% of the total project cost
  • For Trading Enterprises:
    → Up to 90% of the total project cost

The remaining portion must be met via promoter’s contribution or term loan.

  • Land purchase or lease and construction of unit

🚫 Exclusions from Project Cost

  • Cost of second-hand machinery
  • Personal vehicles not related to business
  • Resale trading or brokerage business with no fixed capital asset
  • Non-Rajasthan based units or those receiving benefit from similar schemes
  • Defaulters with any financial institution or government dues

📝 Application Process

  • Apply online via Rajasthan SSO Portal or visit the nearest DIC (District Industries Centre)
  • Submit required documents (Aadhaar, caste certificate, bank passbook, photo, project report, etc.)
  • The District Industries Centre will evaluate and forward the application to the sanctioning authority

  • BPL applicants
  • SC/ST entrepreneurs from tribal or backward regions
  • Environment-friendly and innovative projects
  • Units employing other SC/ST individuals
  • Projects located in RIICO industrial zones

🔍 Monitoring and Implementation

  • The Industries Department is the nodal authority
  • A state-level monitoring committee will evaluate project performance, sanction funds, and issue entitlements

Project must start operations within stipulated time after approval and disbursement
